Govt appoints Raya as finance secy and Ghimire as revenue secy

KATHMANDU, Jan 6: The government has appointed Toyam Raya as the Secretary of the Ministry of Finance (MoF) and Ram Prasad Ghimire as the revenue secretary.

KATHMANDU, Jan 6: The government has appointed Toyam Raya as the Secretary of the Ministry of Finance (MoF) and Ram Prasad Ghimire as the revenue secretary.


A meeting of the Council of Ministers held on Thursday decided to transfer Raya, who had been working as Secretary at the Ministry of Industry, Commerce and Supplies, to the MoF. Raya replaces the controversial Krishna Hari Pushkar, who was appointed as the finance secretary by former finance minister Janardan Sharma.

Pushkar has been highly criticized as the finance secretary as he did not possess prior knowledge about revenue and financial administration. He is considered to be a ‘Yes Man’ of former finance minister Sharma.


The newly-appointed Finance Secretary Raya got an appointment to the MoF when he joined civil service. He has experience in working at revenue and customs administration for many years in the past.


New Revenue Secretary Ghimire had been working at the Commission for the Investigation of Abuse of Authority (CIAA).
