Landgren's UNSC statement raises UML hackles

KATHMANDU, Sept 14: The CPN-UML on Tuesday took strong exception to the September 7 briefing given by Karin Landgren, chief of the United Nations Mission in Nepal (UNMIN), at the UN Security Council (UNSC).



The party is basically concerned over sections of Landgren´s statement relating to the party´s role at the time of extension of term for the Constituent Assembly in May, its role in the election of a new prime minister, and the treatment of the Nepal Army on par with the Maoist army. [break]



Issuing a statement, senior leader and chief of UML Foreign Department KP Sharma Oli said such "misleading" information given by Landgren on the term extension for the Constituent Assembly (CA) and government formation will only drag the world body into controversy.



The statement given to the UNSC that "After...an 11th-hour threat of revolt within the third largest party, the Unified Marxist-Leninist Party (UML), all but five parliamentarians supported a yearlong extension of the Assembly until 28 May 2011" is objectionable, the release said.



Contrary to the report, the UML said all major political parties excluding the UCPN (Maoist) were keen on giving a one year term extension to the CA. The party further said, "the ground realities being far different from what was presented by Landgren at the UNSC, the report itself is distorted and thus misleading."



The party further expressed serious concern over the statement which blamed the role of the UML for parliament not being able to elect a new prime minister even in the seventh round of voting.



In her statement Landgren had said, "A primary reason for the deadlock is the UML´s decision to remain neutral in the balloting, which is at least in part a result of internal party tensions."



Likewise, the UML is also equally concerned over Landgren´s treating the national army on par with the Maoist army. In regard to the armies, she had said that there exist two armies in Nepal.



But the UML said in the statement that the NA is the national army while the Maoist combatants are "guerillas of a particular combatant party ".



The UML is also concerned over the UN Secretary-General´s report that says the UN will hold talks with a "duly formed government" in regard to a rollover of the existing mandate for UNMIN.



"Such views and utterances by the UN have directly or indirectly undermined Nepal´s internal politics, its sovereignty, integrity and the peace process," the party concluded in its statement.
