SINDHULI, April 9: Disputes over the reliability of the data collected about quake damaged houses have posed a setback for the government's plan to begin reconstruction projects across the districts.

Locals and politicians expressed dissatisfaction and claimed that the data does not record all the damaged houses, when the National Reconstruction Authority (NRA), set-up three months ago in the district, announced to begin reconstruction works in Jhangajholi Ratamata VDC from coming Sunday and published data of quake damaged houses.Although the initial data collected by NRA suggests that 1,494 households in the VDC sustained damage by the catastrophic earthquake, it revised the list later and published new report which states that only 1,178 households were damaged. This has enraged the locals and may even potentially obstruct the reconstruction works at the scheduled date.

"This is a big negligence on part of NRA," said Deepak Mishra, district leader of Nepali Congress. "The reconstruction work cannot move ahead unless the dispute in data is sorted out. Those households that were omitted from the list should be re-enlisted. That is our demand," he added.

Likewise, Rajan Dahal, district chairman of UCPN (Maoist), also said NRA must revise their data before commencing the reconstruction works. "Those households that have suffered only minor cracks are included in the list while the ones which have completely collapsed are excluded from it," he said.

Dr. Chandra Bahadur Shrestha, a member of NRA, claimed that the disputes would be resolved and the reconstruction project would commence unhindered. "If we have missed out real victims, there is a procedure to file complaints. We are ready to engage in discussions with them," said Shrestha.
