A central committee meeting on Sunday endorsed the directives, which will be applicable during the election of all committees within the party. The largest political party in the country is holding its 13th general convention from March 3 to 6. The Nepali Congress is holding village and municipal assemblies on January 25, area wise assembly on February 5 and district assembly on February 8.
One of the new directives has barred several district presidents, who have served two consecutive tenures, to contest for the same post. “Leaders who have served as district and central presidents for two consecutive terms will be disqualified for the same post as per the article 49 (17) of the party statute” reads the directive. According to NC leaders, 18 district presidents will be disqualified from contesting for the same post.
The directives have allowed the party election committee to use electronic voting machine during the party general convention for the first time. The party has planned to use eight voting machines for office bearers, central committee members and reserved quotas among others.
Though the ruling CPN-UML had decided to use the machine in its general convention last year, the party did not use it at the last hour following a dispute.
The election directives have fixed Rs 20,000 as fee for filing candidacy for the post of party president. Similarly, Rs 15,000 for office bearers, Rs 10,000 for central committee members, Rs 5,000 for district president, Rs 3,000 for office bearers in district committee, Rs 1,000 for area in-charge, Rs 500 for municipal and Rs 200 for village level candidates.
