Suspended RSP General Secy Mukul Dhakal writes to PM Oli: Abolish provincial structures

KATHMANDU, Aug 12: Dr. Mukul Dhakal, suspended General Secretary of the Rastriya Swatantra Party (RSP), handed a 15-point recommendation letter to Prime Minister KP Sharma Oli on Monday.


Dr. Dhakal suggested improvements in administrative reforms, control of corruption and mismanagement in local governments, resolution of issues faced by victims of high-interest loans, and addressing problems related to drinking water, irrigation, fertilizers, and market management to solve farmers' issues.

Dr. Dhakal also proposed constitutional amendments. "Since the current government has the task of amending the constitution, I would like to offer some suggestions," reads his 15-point recommendation letter, adding, "Without any hesitation or conditions, the provincial structure should be abolished. There is widespread disappointment and anger among the public regarding the provincial structure."


Dhakal suggested the abolition of district coordination committees, improving local government systems to avoid the "absurd joke" of calling municipalities to those local units that lack even blacktopped roads and proper infrastructure. He also suggested eliminating ceremonial positions like the vice president.


He also advised the PM to establish a provision preventing individuals who renounce Nepali citizenship and later reacquire it from being nominated or appointed to significant positions under Article 289(1) of the constitution.


He argued that if a person who has renounced Nepali citizenship later reacquires it, they should not be nominated or appointed to significant positions under Article 289(1) of the Nepali Constitution. “After reaching adulthood, if someone renounces citizenship and later holds a significant high office, it cannot be assured that they will not have the mindset to renounce the nation again. Therefore, this provision should be enshrined in the constitution to implement its essence,” he mentioned in the letter.
