KATHMANDU, May 20: Kathmandu Metropolitan City (KMC) Chief Administrative Officer Saroj Guragai has asked Metropolitan Police Chief Raju Pandey to clarify his actions during a recent dispute at the city office.
Guragai accused Pandey of obstructing him from entering the office on April 3—the day he resumed duties after a long leave. He claimed Pandey illegally deployed metropolitan police without authorization and acted inappropriately upon his arrival.

Guragai further stated that Pandey ordered the wheel lock of his official vehicle, effectively preventing him from entering the office. He also alleged that Pandey blocked the path of elected representatives inside the premises, behaved indecently, and locked the Chief Administrative Officer's office.
Despite repeated requests from the deputy mayor, ward chairpersons, and executive members, Guragai said Pandey refused to cooperate in unlocking the office.
Additionally, Guragai accused Pandey of making unauthorized statements to the media and engaging in verbal confrontations with the Deputy Mayor and other elected officials.
He has directed Pandey to submit a formal written clarification within seven days. Failure to respond or provide a satisfactory explanation, Guragai warned, will result in legal action as per existing laws.
