AG under investigative scrutiny for not filing Rabi’s organized crime case

An investigation has been launched against Shanti Prasad Luitel, the attorney general (AG) at the District Government Attorney Office (DGAO), Chitwan, for not filing an organized crime case against Rabi Lamichhane, who is the chairman of Rastriya Swatantra Party (RSP).

KATHMANDU, Feb 5: An investigation has been launched against Shanti Prasad Luitel, the attorney general (AG) at the District Government Attorney Office (DGAO), Chitwan, for not filing an organized crime case against Rabi Lamichhane, who is the chairman of Rastriya Swatantra Party (RSP). 


Although police had recommended filing both organized crime and fraud charges, the DGAO, Chitwan, charged Lamichhane only with fraud. In response, the Office of the Attorney General (OAG) has launched an investigation against AG Luitel, as stated by OAG spokesperson Surya Raj Dahal.


“A four-member investigation committee has been formed under the leadership of Deputy Attorney General Gopal Prasad Rijal,” said Dahal. “The committee has a mandate to investigate and submit a preliminary report as soon as possible.” Dahal said that the committee has a mandate to study and investigate the prosecution case filed in the Chitwan court.

The investigation committee includes Joint-attorney Surya Raj Dahal, Associate Attorney of the High Government Attorney Office, Hetauda, ​​Ishwori Prasad Dhakal, and Deputy Attorney of the OAG, Rudra Prasad Acharya.


The government has transferred AG Luitel after Chair Lamichhane was acquitted in an organized crime case.


Yesterday, the District Court in Chitwan registered a case against 20 individuals, including Lamichhane, on fraud charges. Authorities charged Chhabilal Joshi with organized crime but filed only a fraud case against Rabi Lamichhane. Based on the investigation report of the District Police Office, Chitwan, Rs 389.79 million have been embezzled from Sahara Cooperative.


Luitel was transferred to Kathmandu, and Rabi Neupane, Deputy Attorney General of the High Government Attorney Office, Butwal, was transferred to Chitwan.
