Oppn parties formally urge Prez against full budget

KATHMANDU, July 4: Leaders of 22 different opposition parties on Wednesday met President Dr Ram Baran Yadav at his residence in Shital Niwas and formally urged him not to endorse a full-fledged fiscal budget that the government plans to bring through ordinance.



Issuing a joint statement, the leaders have argued that Prime Minister Baburam Bhattarai has already been relieved of his duty (with the dissolution of Constituent Assembly on May 27) and that any full fiscal budget by the government is against politics of consensus. [break]



Among those signing the statement are Nepali Congress President Sushil Koirala, CPN-UML Chairman Jhalanath Khanal and Rastriya Prajatantra Party Chairman Pashupati Shamsher Rana.



Opposition parties have remained opposed to the government plan to bring a complete budget for the fiscal year 2012/13, maintaining that the government, already reduced to a caretaker role, does not have authority to bring a full budget.



However, the government,  with currently no parliament in the country, is planning to bring a full fiscal budget through ordinance. The apex court, a few days ago, ruled that the government could bring a downsized budget in the event of failure to forge consensus on a full-fledged budget.
