KATHMANDU, Jan 30: Pushpa Kamal Dahal, coordinator of the Nepali Communist Party (NCP), has said that the constitution does not only provide for seven provinces but also allows the creation of autonomous and special regions.
Speaking to NCP cadres from Rukum East—his constituency for the March 5 election—comprising members of the Magar community on Friday, Dahal said that a Kham–Magar autonomous region could be established.

“When drafting the constitution, we held extensive discussions and debates and it was decided not only to create seven provinces,” Prachanda said. “The constitution also includes provisions for special, autonomous, and protected regions.”
Dahal noted that this was achieved through his own efforts and initiative. “Unfortunately, because the relevant laws have not yet been enacted, these autonomous, special, and protected regions have not been able to provide the benefits intended for their people,” he added.
He emphasized that once the constitutional provisions are implemented into law, an autonomous Kham–Magar region could be established based on the community’s culture, rights, and identity.
“Pending constitutional provisions can be executed, which would elevate the rights and recognition of the Kham–Magar community to a new level,” Dahal said.
