HLPC to hold decisive talks with dissident parties on Friday

KATHMANDU, Aug 7: The high-level political committee (HLPC), comprising the big four political parties, has decided to hold a decisive talks with the dissenting CPN-Maoist, Federal Socialist party and the Federal Democratic Front on Friday.



The HLPC meeting on Wednesday also decided to hold talks with the Federal Socialist party led by Ashok Rai on Tuesday. During the meeting, four big parties, UCPN-Maoist, Nepali Congress, CPN-UML and the Madhesi Front extensively reviewed Tuesday´s discussions held with the CPN-Maoist and other fronts.[break]



Before holding decisive talks, the big parties would sort out the disputed issues within, and among the parties.



The 33-party front led by the CPN-Maoist had on Tuesday demanded the big parties to abrogate the 11-point agreement and 25-point order, organize a roundtable conference and postpone Constituent Assembly elections.



Similarly, leaders Ashok Rai and Upendra Yadav have demanded the proportional seats as it was in the last CA elections, resignation of Chairman of the Council of Ministers from the post of Chief Justice, delimitation of the constituency based on population, and agreement on the draft of the new constitution before holding the CA elections. They have argued that the atmosphere for the CA election would be created only after this.



On the other hand, the big four parties are of the stand that the proportional seats could be increased and they could exercise maximum flexibility on the issues as expansion of the Council of Ministers, and cancel or expand the HLPC only when the November 19 election was ensured.



Following the meeting on Wednesday, NC Vice-President Ram Chandra Poudel said it was very difficult for the HLPC to be positive on most of the demands of the dissenting political parties.



"However, the HLPC would make common concept on holding the CA elections and how it could address the dissenting parties´ demands," he added.



The UCPN-Maoist leader Narayan Kaji Shrestha said that the parties in the HLPC would hold intra-party and inter party discussions before sitting in the dialogue with agitating parties.



Similarly, CPN-UML leader Raghu Ji Pant said there was still the suspicion that the CPN-Maoist party would really participate in the CA elections.



However, the HLPC parties are univocal on holding the CA election with the participation of all political parties, he said, adding that if the November 19 election was ensured, the HLPC could be dissolved.
