Janamat Party's provincial lawmaker Sanjay Yadav initiated the blockade, stating that the provincial assembly meeting  would not be allowed to proceed unless an inquiry committee was formed to investigate the incident. Following this, members of the Janata Samajwadi Party joined the protest, prompting Speaker Ram Chandra Mandal to adjourn the meeting for 10 minutes.

On January 22, during the foundation stone-laying of Madhesh Agriculture University building, several provincial assembly members, including the leader of the Janamat Parliamentary Party, Mahesh Prasad Yadav, who was also the Minister of Education at the time, were injured due to police action. Since that incident, the Janamat Party has been demanding the formation of an inquiry committee and has been blocking provincial assembly  proceedings to press for their demand.
