The draft constitution of the second largest party in the Constituent Assembly (CA) has also floated a provision that economic condition of the people should also be considered as a basis of reservation.
Senior NC leader Ram Chandra Poudel read out the draft constitution after NC president Girija Prasad Koirala gave a brief statement to the Constitutional Committee of the CA, Tuesday morning.
NC has long remained as an ardent proponent of the prime ministerial system, while giving ceremonial roles to the president. “Nepal hasn’t reached the stage France and the USA have,” said Poudel, while tabling the NC version of the new constitution. “A system like that in India functions smoothly in Nepal.”
Poudel said Nepal should have a multiparty democracy based on pluralism. “All kinds of extremisms, religious fanaticism and single-party authoritarianism should be ended,” said the NC vice president. The NC draft constitution says making of the constitution should be the base of nation-building.
Earlier, GP Koirala said three things should be taken into consideration while making the new constitution: (1) strengthening of democratic institutions and principles, (2) parliamentary system, not presidential; and (3) it should be taken into consideration that the federal structure should integrate the country, not disintegrate.
