KATHMANDU, Nov 9: A total of 31 local governments have failed to unveil their annual budget even when almost four months of the current fiscal year have passed.


A large number of local governments of Province 2 have failed to come up with their financial plan for the current fiscal year. According to the government record, a total of 26 local governments in Province 2 are yet to announce their budget.

Similarly, three local governments of Bagmati Province and two local governments of Province 1 have not unveiled their budget. These local governments will not be getting the grants from the federal government until they announce the budget for this fiscal year.


As per the federal constitution, provincial and local governments receive four types of federal transfers or grants -- federal equalization grants, conditional grants, complementary (matching) grants and special grants after the sub-national governments present their annual budget. With the failure of the local governments to unveil their annual budget, the fund allocated for them are accumulated at the Ministry of Finance.
