Include dissenting parties in talks: NC

KATHMANDU, Sept 21: Nepali Congress (NC) has concluded that various dissenting parties including the Mohan Baidya-led CPN-Maoist and Upendra Yadav-led Madhesi People´s Rights Forum-Nepal need to be made part of all negotiations that are aimed at resolving the current political deadlock.



A meeting of the party´s office bearers and influential central working committee members held at the residence of party president Sushil Koirala on Friday morning also concluded that a national consensus government was a must to hold a fresh Constituent Assembly (CA) poll, according to NC spokesman Dilendra Prasad Badu. The informal meeting was held to forge NC´s stance on various issues related to election and on forming national consensus government ahead of the four-party talks scheduled in the afternoon. “We have realized the need to involve all major dissenting parties in the government,” said Badu.



Badu said the meeting also concluded that the major parties should hold both formal and informal talks with other parties for building consensus on issues related to fresh CA election.



The meeting has maintained that there must be a national consensus government in place first and that government should pass a special proposal incorporating the agreements reached among the parties for amending the Interim Constitution for holding fresh CA election.



“The president should remove constitutional difficulties as per Article 158 of the Interim Constitution as per the cabinet´s recommendation,” he said, adding that Nepali Congress won´t accept the present Baburam Bhattarai holding elections.



Among other things, the meeting maintained that there should be no more than 240 constituencies in the fresh CA election and electoral system should be based on mixed model as in the 2008 CA election.
