Reconstruction Authority unveils action plan

KATHMANDU, Jan 13: The National Reconstruction Authority (NRA) has unveiled its three-month action plan to impart momentum to the overall task of earthquake reconstruction and rehabilitation to be carried out in the quake-affected districts.

Chief Executive Officer of NRA, Sushil Gyewali, unveiled the three-month action plan during the authority's first advisory council meeting on Wednesday. The council is headed by Prime Minister KP Sharma Oli and former prime ministers and leaders of various political parties are its members.


The unveiling of the action plan comes two days after the directive committee of the reconstruction authority endorsed a budget of over Rs 290 million for the authority for this fiscal year.The action-plan will come into effect from January 16 with the launching of a national reconstruction mega-campaign, according to authority officials.

The authority has divided its action plan into four phases. Under the first and second phases, the authority aims to complete all administrative tasks such as establishing its regional offices and deploying necessary staffs, by February 24.

The directive committee on Monday decided to set up six regional offices of the authority in Dolakha, Kavre, Nuwakot, Gorkha, Kathmandu and Lalitpur to oversee the task of reconstruction and rehabilitation in the 14 most-affected districts. It also decided to set up a regional office for the remaining 17 less-affected districts.

The authority also aims to establish a secretariat of the district coordination committee in each of the 31 earthquake-affected districts by the next one month.

It likewise aims to set up a media center and make its media strategy public by February 24.

Similarly, the authority intends to begin a detailed damage assessment survey of the affected buildings and populations in all the 31 districts by March 25. This is the third phase of the action plan. According to Gyewali, some 100 engineers and 100 local representatives will be mobilized in each district for the survey.

Making a power-point presentation at the advisory council meeting at Baluwatar, Gyewali said that the reconstruction authority will begin the construction of sample residential buildings in at least five earthquake-affected districts by the end of the third phase.

In the fourth phase, the authority aims to complete the survey and begin the real work of reconstruction and rehabilitation at ground level.

By April 25, the authority aims to begin the task of reconstruction in at least five village development committees or municipalities in each of the 31 quake-affected districts. Likewise, it also aims to bring two resource centers into operation in each affected district. At these centers, victims can consult with engineers on the construction of earthquake-resilient structures. The centers will also provide training to local masons.

Following the presentation, Prime Minister Oli said that the reconstruction authority will carry out the task of reconstruction and rehabilitation in full swing.

He said that he would soon appoint lawmakers from the quake-affected districts to the council after consultations with the political parties.

Former prime minister Baburam Bhattarai, former head of the election government Khil Raj Regmi, General Secretary of the Nepali Congress Prakash Man Singh and President of the Terai Madhes Democratic Party Mahantha Thakur were among those present at the meeting.

Highlights of three-month plan

First and second phase (From January 16 - March 25)
