KATHMANDU, July 14: In view of the declaration by the underground armed groups to thwart the Constituent Assembly election scheduled for November 19, the Nepal Police have begun profiling criminals operating along Nepal-India border and stepped up efforts to detect possible threats in the regions. According to Police Spokesperson DIG Nawa Raj Silwal, the police have started identifying criminals, regrouping armed and non-armed political as well as non-political groups, and mapping possible threat zones in the region.

Though the Special Security Plan for Election is yet to be finalized by the government, the police have begun preparing security arrangements in the wake of armed sensitiveness in the 21 districts in the Tarai region.

Nepal Police have also sought coordination and quick response from its Indian counterpart in order to identify the criminals active in border areas. He said, “We have also spoken with the Indian security agencies and requested them to increase vigilance over smuggling of illegal weapons and explosives.”

DIG Upendra Kanta Aryal, chief of Eastern Regional Police Headquarters, said, “We have begun studying the background of noted criminals in the region, including those who are sheltered in India, keeping in mind the underground groups and other criminals involved in murder, abduction, extortion and so on.”

We are aware that the recent threat to disrupt CA election by the underground armed groups might be a mere propaganda, but we are leaving no stone unturned in order to ensure free, fair and fearless election, Aryal said.

The police Spokesperson DIG Silwal said that though some groups have already held dialogues with the government, others are still involved in criminal activities in the Tarai.

Once the election gears up they try to be active so we are very serious on that and ready for handling the situations as well, he said.

So profiling of such criminals will help recognizing them and locating their position, said DIG Aryal. "Apart from regular operations, we have deployed our men in different sensitive areas.

DIG Rajendra Bahadur Bhandari, chief of Mid Western Regional Police Headquarters, said, “We have increased vigilance along the bordering areas so that no criminal activities would take place. We will begin other security operations according to the security plan approved by the government.”

However, DIG Bigyan Raj Sharma, chief at Mid Regional Police Headquarters, informed that the police have been secretly involved in undertaking precautionary measures.

The armed groups under the Samyukta Janatantrik Tarai Mukti Morcha have announced to thwart the election and threatened the government employees and other stakeholders to evacuate government offices within ten days. The ultimatum was till Sunday.

The groups had also said that they would prevent Tarai based political leaders to enter the region. Among such groups are Janatantrik Tarai Mukti Morcha, Tarai Rastriya Mukti Morcha, Tarai Communist Party, Tarai Samyukta Janatantrik Party, Tarai Madhesh Army and so on.
