KATHMANDU, March 31: The National Reconstruction Authority (NRA) has started deploying engineers - a total of 550 of them- for the inspection and resurvey of the houses whose owners have filed complaints of being affected by the 2015 mega earthquakes but who were not listed as beneficiaries of the private housing reconstruction grant provided by the government. Some of the engineers have already started the survey from Friday.

A total of 436,911 earthquake victims in the 18 districts hit hard by the earthquake had filed complaints asking for a resurvey of their houses for inclusion in the list of beneficiaries of the private housing reconstruction grant. Houses of 129,410 of the people who filed the complaints have been resurveyed through which 88,105 received reconstruction grants and 43,627 received retrofitting grants.

According to the Deputy Information Officer of the NRA, Manohar Ghimire, even though initial plans were made to start the resurvey in all the earthquake affected districts on Friday, the resurvey will start in some of the districts on April 3.

“In the districts where the engineers have already been trained about the resurvey, the resurvey started on Friday,” he said, “In other districts, the training is supposed to be completed by April 2 and the resurvey will start from the very next day.”

He added that the recommendation and inspection of the local representatives will be required for the inspection to take place. He claimed that this process will help in making sure that none of the earthquake victims will be left out from the list of beneficiaries of the grant.

“We have requested the local representatives to help in the collection of data about the real earthquake victims who were not enlisted as beneficiaries of the housing reconstruction grant,” he said.

A one-day orientation program was run by the NRA to train heads and executive officers of the local units to collect the information about the earthquake victims who were left out from the list of quake beneficiaries. Also, a Resurvey Inspection Committee has been formed in all the hard-hit districts led by the chief of District Coordination Committee in order to manage the reconstruction. The NRA has planned to complete the resurvey by April 13.
