Today marks the ninth Constitution Day, a momentous occasion for reflection and a fervent call for action. On September 20, 2015, our nation celebrated a significant milestone - the promulgation of a new constitution through an elected Constituent Assembly. This constitution ushered in a federal system of governance, bringing power closer to the people at the grassroots level—an essential achievement in Nepal's constitutional journey, which has witnessed a series of experiments since the introduction of the initial constitution in 1948. Nevertheless, the true potential of any constitution remains untapped unless accompanied by a fundamental shift in the mindset and practices of our leaders. Even a perfectly crafted constitution on paper falls short if not bolstered by genuine efforts to execute its provisions for the greater good of the people. This emphasizes the need for our political leaders in power to implement the constitution with sincerity and dedication, enabling this framework to genuinely empower our citizens.

It is essential to acknowledge that the present constitution, while a commendable step forward, is not without imperfections. Like any human-made document, it possesses flaws and areas that necessitate revision. The beauty of a democratic framework lies in its adaptability, permitting amendments and improvements to address these shortcomings. However, the effectiveness of such amendments depends on the unwavering commitment of our leaders to implement and uphold the principles of the constitution. The endorsement of the constitution by an overwhelming majority of constituent assembly members showcased a broad consensus and a collective aspiration for a better Nepal. However, mere endorsement is insufficient. The true measure of success lies in concrete actions taken to translate the constitution into a functional and equitable reality. It requires our leaders to rise above partisan interests, prioritize the nation's well-being, and steadfastly adhere to the principles enshrined in the constitution.

A robust democracy is built on the pillars of accountability, transparency, and inclusivity. Leaders must embody these values in their actions, policies, and decisions, ensuring that the benefits of governance reach every citizen. The essence of a federal system of governance lies in its potential to bring the government closer to the people, addressing their unique needs and aspirations at the local level. However, this vision remains elusive unless accompanied by an unwavering commitment to the honest implementation of the constitution. People's disillusionment with the current system stems from a perceived gap between the promises of the constitution and tangible improvements in their lives. It is a stark reminder that rhetoric alone cannot bridge the divide; concrete actions and deliverables are essential. In the face of growing skepticism and disenchantment with the system, it is incumbent upon our leaders to introspect and recalibrate their approach. A constitution can govern a nation effectively if it fulfills the desires and aspirations of its people. One of the main reasons behind the demand for a new constitution was the desire for peace, prosperity, and meaningful changes in the lives of our citizens.

While the new constitution has restored peace in the country after the formal end of the Maoist insurgency, the people's desire for prosperity and a qualitative change in their lives remain unfulfilled. Honest implementation of the constitution is the cornerstone of progress. To ensure that the delivery of promises becomes the norm, not the exception, political leaders must replace self-centered politics with a collective vision for the greater good of the nation and its people. By earnestly implementing the constitution, addressing its limitations, and strengthening the federal democratic system, we can pave the way for a brighter, more prosperous Nepal. As we celebrate this Constitution Day across the country, let us renew our commitment to a Nepal where the constitution is not just a legal document but a living, breathing embodiment of our shared values and aspirations. The time to act is now, for the benefit of our present and the legacy we leave for generations to come. Happy Constitution Day!
