KATHMANDU, Nov 10: The government plans to hire head teachers of the government schools on contract after introducing new education regulations.


The Ministry of Education (MoE) has been busy finalizing the draft of the regulations, according to the MoE sources. "The draft proposes the provision of hiring principals in public schools on contract basis," MoE sources said.

The eighth amendment to the Education Act was enforced about five months ago. The new regulations are being drafted by way of elaborating on the Act for effective implementation.


Dr Hari Prasad Lamsal, spokesman at the MOE, said that the head teachers of the public schools would be hired on contract on merit basis for limited periods. "It has been proposed that the principals be appointed on contract from among the permanent teachers," he added.


If the head teachers do not perform as expected, they will allowed to work only as ordinary teachers, said the officials. "In the past, the principals of community schools would be appointed from among senior teachers by the District Education Office on the recommendation of the concerned school management committee. And they would hold this position for years without question unless they face criminal charges," they said.
