KATHMANDU, April 11: Gazetted and non-gazetted second class officers have started a protest against the draft of the Federal Civil Service Bill 2079 BS. They started the movement with 15 points of demand in the name of 'Civil Service Employees Independence Campaign'.
On April 2, the gazetted employees who had sent an SMS to Minister for Federal Affairs and General Administration Aman Lal Modi and Secretary Krishna Hari Pushkar, protested at Maitighar Mandala on Tuesday.
Bill bars local units from recruiting civil servants
Pashupati Pokhrael, coordinator of the 'Civil Servant Independence Campaign', said that 50 percent in open category, 40 percent promotion and 10 percent internal competition should be arranged for the filling of section officer posts, while also the gazetted employees have been requested to open the way for competition for under secretaries and joint secretaries based on their period of service and educational qualifications.
Similarly, they have also demanded that all three levels of employees should be considered as civil servants, trade union rights should be given, and problems arising from staff adjustments should be resolved.
