KATHMANDU, Dec 12: The current government is planning to appoint governors in all seven provinces before the new government is formed, said the government spokesperson.

According to government spokesman Mohan Basnet, the next cabinet meeting will recommend the names of new governors to the president and they will be appointed before the formation of the provincial assemblies.
"We are planning to appoint governors soon. The government will not wait for the new government for important tasks and major appointments as the formation of government can take longer," he said.
Though the government had planned to recommend governors prior to the elections, the decision was delayed after some leaders of the ruling parties suggested that the new government could revoke such appointments.
According to Article 165 of the new constitution, president can remove the governors from the post at any time.
With the left alliance set to secure majority in six of the seven provinces, Monday's cabinet meeting postponed the plan to recommend the governors according to a senior minister.
According to Article 163 of the constitution, the governor represents the central government in the province and his or her role will be similar to that of the president at the central level.
The governor will be responsible for summoning and proroguing sessions of the provincial assembly, issuing ordinances, certifying bills, administering oath of office and secrecy to the chief minister and ministers of the respective province and act as a representative of the central government.
The government has set out criteria for the selection of governors. The aspirants must be experts in the fields of law, administration and constitution. A candidate must not be member of any political party at the time of recommendation. Governors will be appointed by the president upon the recommendation of the government.
According to the law governors will receive Rs 64,000 as monthly salary, an annual allowance of Rs 18,000 for dress, and Rs 40,000 a month as hospitality allowance.
The government will provide residence, vehicles and fuel and a 12-member secretariat to the governor.
