KATHMANDU, Jan 13: The Commission for the Investigation of Abuse of Authority (CIAA) has decided to fine 24,376 individuals holding public posts for either not furnishing their property details or doing so only after the expiry of the set deadline.
Among those facing fines for not submitting property details or submitting details after the deadline of fiscal year 2014/15 include 55 lawmakers including four sitting ministers and two former ministers.
Minister for Peace and Reconstruction Ek Nath Dhakal, Minister of State for Federal Affairs and Local Development Kunti Shahi, Assistant Minister for Federal Affairs and Local Development Birat Bista and Assistant Minister for Land Reforms and Management Dinesh Shrestha are the incumbent ministers who either did not submit the property details or did so after the expiry of the deadline. Similarly, former Finance Minister Ram Sharan Mahat and former Deputy Prime Minister Upendra Yadav also did not submit their property details.
According to the CIAA, all those either not submitting their property details or submitting after the expiry of the deadline will be fined Rs 5,000 as per provisions in the CIAA Act 1991 and Prevention of Corruption Act 2002.
Of the total 24,376 individuals holding public posts who either did not submit their property details or did so after the expiry of the deadline of the fiscal year 2014/15, 22,860 individuals did not submit their property details and the remaining 1,516 submitted after the expiry of the deadline.
According to the CIAA, 6,741 civil servants, 2,388 Nepal Army personnel, 149 Nepal Police personnel, 11,268 government teachers, 69 professors, 1422 health officials and 37 lawmakers did not submit their property details. Similarly, 15 lawmakers submitted their property details after the expiry of the deadline.
As per the legal provisions, individuals holding public posts must have submitted their property details by September 14, 2015.
The CIAA has directed all the concerned government bodies to ask the individuals not submitting their property details to do so within the next 30 days starting January 13 and fine them.
