PM blames Maoists for statute delay

KATHMANDU, May 29: Prime Minister Madhav Kumar Nepal on Saturday said Maoist arrogance was mainly to be blamed for the failure of the Constituent Assembly (CA) to complete constitution writing in the last two years.



Admitting that it was the failure of political leaderships to produce a new constitution by May 28 deadline, the prime minister said it was due to the widening differences among the political parties that eventually complicated the constitution writing process. [break]



"I must accept that I should have been able to be present with a new constitution at this ceremony as promised [by the political leadership] two years ago. But, you all know that this is not the situation in the country," Nepal said addressing a function organized at Khullamanch to mark the Republic Day on Saturday.



He was of the view that consensus politics was derailed due to differences among the major political parties.



"The CA result was presented [by Maoists] in a way as it was a zero sum game. Even those who fought together during the movement were very badly disparaged and were cornered by the colleagues themselves after the result. It was exactly the same point of time when hurdles surfaced to consensus politics," he said.



Referring to Friday midnight´s agreement among the parties, he said there was no alternative to the parties but to come together to materialize the commitment of writing the constitution through the CA. "Hope, this day [Friday] will properly guide us toward fulfilling the people´s expectations," he added.



Conceding that the parties have failed to follow the politics of consensus, the prime minister also admitted that the top leadership has also been unsuccessful to give proper attention to making the new constitution. "Therefore I urge [everyone] to try to find common grounds instead of further digging into differences. Let bygones be bygones and look for the future."
