Nembang blames party leaders for statute delay

KATHMANDU, Aug 26: Constituent Assembly (CA) Chairman Subas Nembang has said the constitution making process has been badly hampered due to the negligence of the leadership of the main political parties. [break]



He said top political leaders were too busy in their party activities and in the games of forming and toppling the government rather than focusing on constitution making. He complained that top leaders of the main political parties were least bothered about constitution making.



Nembang said work in the different CA committees formed to prepare preliminary reports and concept papers could not move forward as the political parties did not submit their official concepts on several crucial issues on time. "Members in the committee on determining the governance system and the committee on restructuring the states, among other committees, are continuously working. But their effort has failed to yield any result as the parties have not submitted their concepts on many crucial issues," Nembang told reporters at his office.



Only five of the 11 CA thematic committees formed have submitted their preliminary reports to the CA for deliberations so far while other six committees are yet to complete their reports.



After failing to prepare the reports on time, the CA amended its calendar for the fifth time and the secretariat is set to amend it for the sixth time. Nembang said he had already informed the parties regarding the latest situation.



"Some committees were expected to submit their reports earlier this week. But, heads of the committees told me that they failed to finalize their papers as the political parties have not submitted their concepts to the committees so far," he said.



Nembang said he failed to draw the attention of top party leader even after his frequent requests to them. "I have personally talked to them on many occasions. I also pushed the parties through their chief whips. But my effort has been futile so far," he said.



High-level mechanism needed



Nembang has felt the need of the formation of the proposed high-level political mechanism to resolve such issues at the earliest. Top leaders of Maoists, NC and CPN-UML had earlier agreed to form such a mechanism to expedite constitution writing process by resolving inter-party differences.



The parties have failed to nominate the head of the constitutional committee (CC) which is the most crucial committee ever since the then head Madhav Kumar Nepal was elected prime minister in May.



Unified CPN (Maoist) and NC have staked claims for the post.



Nembang put off the election for the post for August 28 upon the request by the three largest parties. The election was earlier scheduled for August 17.



"Unfortunately they have not reached any agreement so far," he said, adding, "I even suggested resuming work at the committee by forming a sub-committee. But, they did not do that too."



He said a high-level political mechanism would be helpful in resolving such problems. "It is essential as it is certain that we will face similar problems more often in the future."
