POKHARA, June 27: UCPN (Maoist) leader Baburam Bhattarai on Saturday said that promulgation of the new constitution is possible within mid-July.
He, however, blamed the ruling Nepal Congress (NC) for dillydallying.

Addressing a function here, the former prime minister claimed conspiracies are being hatched to fail the 16-point agreement inked among four political forces.
He was of the opinion that the disputes surfacing in the Constitutional Drafting Committee are results of the ploy.
“It’s immoral not to issue the new statute by mid-July,” he said, “Now, excuses hold no meaning.”
