A study committee formed by the NC Central Working Committee (CWC) a month ago under the chair of Bhim Bahadur Tamang has decided to suggest the party that multi-ethnic identity based states as its official stance on federalism. [break]
NC CWC member Bhisma Raj Angdambe, who is also a member of the study committee, said the committee came to the conclusion after holding discussions with concerned stakeholders, experts from different fields and CWC members and former lawmakers. The study concluded that demand for single-ethnic identity based federal states goes against the very idea of federalism.
The 11-member study committee was formed after the party´s leaders from ethnic and indigenous communities submitted an 11-point memorandum to the party president demanding that the party take a clear stand on the issues of federalism and marginalized communities. The committee will finalize its report on Friday after holding discussions with the top three leaders of the party.
The study committee has concluded that there have been complaints from various quarters as the party has failed to implement the provisions set for the marginalized and ethnic communities in its plan, policies and election manifesto. The committee has put emphasis on implementing the already set policies of the party.
Likewise, the committee is also set to suggest the party to make all its organizational structures, right from the village level committee, more inclusive. It has also decided to suggest the party leadership to include the leaders from marginalized committees during negotiations with other political parties on the issues related to state restructuring and constitution drafting process.
