House panel directs govt to upgrade roads connecting China

Allow Nepal Army to work in fast track skipping existing rules

KATHMANDU, Jan 7: The parliament's Development Committee has directed the government and all the concerned authorities to immediatley mobilize Nepal Army to open the passage for major road projects and upgrade existing roads connecting the country with China without any further delay.

The committee also directed the government to take all necessary urgent measures to connect the roads to the northern neighbor and resolve the ongoing supply crisis.


The committee at a meeting on Wednesday also underscrored the need for adopting fast-track procedures and carrying out the work on a war-footing approach so that various legal and other hassles wouldn't hinder the progress.

"Designating the Galchhi-Rasuwagadhi road as a special project, work there should be carried out through one-door mechanism in fast-track procedures as an emergency road corridor," the committee said in its decision. "There should be no shortage of budget, logistics and all types of materials needed to build a road."

It has said that the necessary decisions should be taken directly from the council of ministers and carry out the work on war footing approach.

The committee has directed the government of Nepal, the office of the council of ministers, defense ministry and all the concerned authorities to inform the committee about the progress in this connection within next 15 days.

It has also written the same authorities to expand the narrow passing zones along the Galchhi-Rasuwagadhi road and to provide all explosives even of the underconstruction hydro projects run under the ministry of energy.

Stating that the national army was of late winning the hearts and minds of the general public, the House committee has suggested to the government to further expand and strengthen the army's organizations, increase necessary technical and human resources for the force.

The committee's decision states that upgradation of roads connecting to the northern neighbor has become urgent so as to avoid supply crisis similar to the country has been facing for the last over three months.

The country at present wouldn't have faced the crisis of essential goods had it upgraded the roads connecting to the northern borders, it read.

"There is no alternative other than to learn a lesson from the present crisis and to start balanced development approach by expanding road networks to the northern border check points as soon as possible," it said. "The infrastructures of national importance can't be completed in time if the existing rules and procedures are to be followed."
