"The constitution and the government have given many things to the Madhesi community. However, it is not appropriate for the community to help create a crisis in the country that already reeled from the devastating earthquake by launching protest, instead of helping implement past achievements," he said.DPM Mainali was speaking at a programme organised in the Capital today to mark the 24th International Day of Persons with Disabilities.
Saying that rights of all could not be incorporated in the constitution as it is a common document, he pointed out the need for its proper implementation.
On a different context, DPM Mainali said that the new constitution has ensured the rights of differently-abled people.
Speaking at the event, secretary at the ministry Madhu Regmi informed that the Disabled Welfare and Protection Act, 2039 that could not be amended for long due to various reasons, has been registered in the parliament after some revisions as per the Convention on the Rights of Persons with Disabilities.
Likewise, Sudarshan Subedi, chairman of the National Federation of the Disabled-Nepal, stressed on the need for implementing laws related to the rights of differently-abled people incorporated in the new constitution practically.
According to the census conducted by the government in 2068 BS, the population of differently-abled people is around two percent of the total population of Nepal.
Likewise, the world report on disability published jointly by the World Health Organisation and World Bank in 2011, the populace of differently abled people accounts for around 15 percent of the total world population.
