KATHMANDU, Jan 3: The Election Commission(EC) has finalized the list of organizations authorized to observe the House of Representative (HoR) elections scheduled for March 5.
According to the EC, a total of 40 organizations—both national and international—have been granted permission to monitor the electoral process. The EC expressed confidence that third-party observation of electoral procedures and practices will help ensure that the elections are conducted in a free, fair, impartial and fear-free environment.
Upholding this principle, EC approved observer accreditation for the elections to be held on March 5. Of the authorized institutions, 36 are national organizations, while four are international.

The EC also informed that it is separately proceeding with a process to directly invite diplomatic missions and election management bodies from other countries.
In addition, the EC stated that it will gradually conduct orientation programs for accredited national observer organizations, verify and register observer details through the Election Observation System, and issue official identification cards.
A total of 44 national and five international organisations had applied following a call for applications in line with the Election Observation Guidelines
The Commission said permission was granted only to those organisations that met the criteria and procedures set out in the guidelines.
Four international organizations that are granted permission include The Carter Center, Atlanta, USA; The Multidisciplinary Institute of Training and Learning, Massachusetts; ANFREL (Asian Network for Free Elections); and International Republican Institute.
