MANILA, Philippines, Nov 16:  Leaders gathering for a regional summit in the Philippines have condemned the Paris attacks.

The 21-member Asia Pacific Economic Cooperation forum that includes the United States and China says the attacks "demand a united voice from the global community."

The response is contained in a draft of the declaration to be issued when the annual summit ends Thursday.
