The SAC had earlier asked the MoGA, the coordinating body among the ministries and government agencies in managing civil service-related issues, to instruct other ministries to immediately stop unlawful transfers and provide a progress report to that effect to the committee.[break]
"Some of the ministries are still not working as per the directives. We hereby direct the MoGA again to provide the details of those ministries that have defied the committee´s instruction and haven´t furnished the progress report to this effect," SAC Chairman Ramnath Dhakal announced at the meeting, where Minister for General Administration Ram Kumar Yadav was also present.
Earlier in the meeting, the minister had said that he was working seriously to stop unlawful transfers of civil servants.
"I have found that unlawful transfers are rampant in some ministries such as education and home ministries. I have corresponded to them to stop such activities and there has been some progress in recent days," the minister said at the SAC meeting.
The lawmakers on the SAC weren´t convinced by his argument and urged him to enforce its decisions strictly.
"This committee has repeatedly issued directives to stop unlawful transfers but some ministries continue to defy our instructions and your ministry has remained helpless," UML lawmaker Pradeep Gyawali said at the meeting.
Former Minister for General Administration Pampha Bhusal of UCPN (Maoist) urged Minister Yadav to monitor the transfers done by other ministries to ensure good governance.
Kali Bahadur Malla of UCPN (Maoist), Jagadish Narsingh KC of Nepali Congress (NC), Lila Nyaichyai of Nepal Workers and Peasants Party, among others, criticized the minister for failing to stop unlawful transfers.
