Both the National Human Rights Commission and then Office of the High Commissioner for Human Rights in Nepal have held Basnet accountable for human rights abuses in the Bhairabnath Battalion during the conflict.

He was lieutenant colonel at the battalion when the human rights abuses occurred between 2003 and 2005.
