According to a press statement issued by the RoLHR Program of UNDP, the six-month uniquely designed training program is an initiative of affirmative action in legal education in order to increase representation of and empower the vulnerable groups in the law and justice sector. The package training includes an intensive training of one month followed by four months of paid internship opportunity at reputed law firms, government offices and finally a refresher orientation of some weeks. The program seeks to increase representation of the vulnerable groups in the law and justice sector against appallingly low representation of the day and empower them. The ultimate goal of the program is to increase access to justice of the vulnerable groups by way of inclusion and mainstreaming.
The program was launched in joint collaboration of Nepal Bar Association and Rule of Law and Human Rights (RoLHR) Program of UNDP in 2014. A batch of 15 lawyers was provided with similar opportunity in 2014 and they are doing well in their professional career, according to the statement.
NBA had publicly sought applications from the potential candidates and then selected 20 lawyers from 100-plus applicants on the basis of pre-determined criteria.
Of the selected 20, five are men and 15 are women lawyers. The group includes two persons with disability, three Dalits, six from indigenous communities and one from the Madhesi community.
Implemented by the Supreme Court of Nepal, the RoLHR program aims to support systematic changes in national legislative, policy and institutional frameworks and structure to contribute to strengthen peace, development and human rights in Nepal. "This apart, the program also seeks to increase representation of women and vulnerable groups in the law and justice sector by adopting a three-pronged strategy of affirmative action in legal scholarship, clinical legal education, and law internship programs," added the statement.
