According to Sapkota, apart from him, the committee will have two members from the Ministry of Culture, Tourism and Civil Aviation (MoCTCA) and two members representing the private sector.
"We have requested for the appointment of two joint-secretaries as members and the Joint Tourism Coordination Committee (JTCC) -- a forum of Nepal's travel trade associations -- will recommend two members from private sector," Sapkota told Republica.
Of the two members appointed by the government, one will be appointed as chief administration officer responsible for handling all administrative functions.
Sapkota says that all members will be appointed within a day or two.
The board has also appointed Ghanendra Shrestha -- another board member -- as member secretary. Shrestha will be responsible for carrying out all secretariat activities.
The sub-committee will have the right to make decisions regarding the functioning of the board, budget implementation and various promotional activities. In case additional members are required, they will be appointed in coordination with MoCTCA.
As a large number of NTB staffs and five of its board members were suspended on corruption charges on Friday, an emergency meeting of the board was called on Sunday. During the meeting, members discussed about various options regarding the operations of NTB but no concrete decisions were made.
On Sunday, the Ministry of Finance has replaced Dilli Prasad Shiwakoti with Mani Ram Ojha as joint secretary while the Civil Aviation Authority of Nepal (CAAN) sent Mahendra Singh Rawal as acting director general in place of Ratish Chandra Lal Suman.
The Commission for the Investigation of Abuse of Authority (CIAA) on Friday filed a corruption charges at the Special Court against 23 individuals, including two incumbent secretaries, a former secretary and 20 others who were in leadership positions at NTB at different points of time.
Following a 10-month investigation, the anti-graft body found that the 23 officials swindled Rs 346.91 million at NTB. CIAA has claimed a total of Rs 810.4 million from the 23 individuals.
NTB has looked empty since Sunday as most of the staff were also suspended.
A probe committee formed by the tourism ministry under the chairmanship of Joint Secretary Purna Chandra Bhattarai had submitted a report to the Legislature-Parliament Public Accounts Committee on October 15, showing that Subash Nirola, the suspended acting CEO of NTB, had been involved in financial anomalies at NTB. The parliamentary committee had urged CIAA to further investigate the issue. The CIAA investigation found misdeeds not only by Nirola but by many other staff and board members at NTB.
The private sector on Sunday carried out an interaction with experts on the tourism industry to discuss how NTB should move ahead. "In the interaction, we discussed what the private sector should do to make NTB function properly," Sapkota says.
