KATHMANDU, July 5: The CPN-Maoist which has decided to boycott the Constituent Assembly (CA) elections scheduled for November 19 said that his party would sit for talks only after the dissolution of the Khil Raj Regmi-led government.

During the meeting with Nepali Congress (NC) leaders at the CPN-Maoist head office in the capital, the latter also urged the major parties to take initiatives for the formation of a political party-led government. The CPN-Maoist also told NC leaders that it would not participate in the polls held by the current government. [break]

“We demand formation of a national consensus government,” said Dev Gurung, secretary of CPN-Maoist, who also participated in the meeting between the two parties. He said the party would sit for talks only if the 11-point political agreement between the four major parties and the 25-point ordinance on removing constitutional difficulties are scrapped. The CPN-Maoist central committee meeting, which concluded in Pokhara on Tuesday, decided to boycott the polls while keeping the doors for talks open. The party reached the decision after three and a half months of uncertainty. The party has accused the four major parties of neglecting it while taking crucial decisions, including formation of the Regmi-led government and announcement of the poll date. The party has been saying that the current government and the high level political committee are unconstitutional and that there is no point in holding talks with either of them.

At the meeting, NC leaders urged the Maoist leaders not to boycott the election to safeguard democracy. According to Gurung, NC leaders have expressed readiness to discuss all issues, except the election scheduled for November 19 and change of government.

“We urged the Maoist leaders to participate in the election,” said NC vice president Ram Chandra Paudel. He also said that NC will not defer the election date.
