KATHMANDU, Sept 7: Speaker Dol Prasad Aryal has urged all three tiers of government to expedite rescue, relief and rehabilitation efforts so that no disaster-affected citizen feels abandoned by the state.
Speaking after inspecting flood-affected areas in Galchhi, Dhading, Aryal said ensuring the presence of the state during disasters should be the government’s first responsibility.

“It is important how quickly affected families receive relief and feel the government’s presence. Not a single victim should be left in a situation where they feel, ‘I could not find the government,’” he said.
Aryal called for coordinated and effective implementation of a one-door system for relief distribution and urged authorities to ensure that all genuine victims receive relief fairly.
He also stressed the need for government agencies and local representatives to reach affected areas directly, assess losses to lives, property, agriculture, businesses and livelihoods, and facilitate the safe relocation of vulnerable settlements.
Local representatives, administrators and residents briefed Aryal on flood and landslide damage in Galchhi, including the condition of damaged roads and bridges, reconstruction needs and immediate relief requirements.
