Nepal is afflicted by a distressing malady. The unchecked dominance of untrammeled rationalism has worsened societal problems, causing increased suffering for its people. Adding to the concerns is the looming presence of unregulated Artificial Intelligence (AI), which poses a threat to humanity. In the face of numerous significant challenges, it is disheartening to see that  the Members of Parliament (MPs) from traditional political parties remain unaware of this pressing issue that looms over us, advancing at a pace surpassing our capacity to fully grasp its implications.


A careful and discerning examination reveals a troubling affliction that has taken a firm grip on Nepal, gnawing at the very fabric of society. Kathmandu, once renowned for its tranquility, now bears the disheartening title of the world's most polluted city, its skies choked with noxious fumes that betray the essence of life itself. Within the shadows of this environmental crisis, another scourge festers—the silent anguish endured by millions of young Nepali individuals compelled to seek their fortunes in foreign lands. The dire grip of economic desperation has transformed tens of millions of Nepalis into modern-day indentured laborers, toiling in distant corners of the Middle East and Malaysia. Behind the glittering veneer of progress lie stories of exploitation, where the aspirations for a brighter future have been callously shackled for a significant portion of the nation's youth.


Such a distressing narrative has tragically become all too common, silently weaving its way through the towering structures and promises of prosperity. The undeniable truth is that the unchecked dominance of rationalism has played a significant role in perpetuating a profound societal malaise that impacts various aspects of Nepali life. As we find ourselves immersed in the symphony of progress, the crescendo of AI resounds with an alarming sense of urgency, its relentless march forward posing a grave threat to the very essence of humanity. Yet, within the esteemed ranks of Nepal's traditional political factions, their steadfast parliamentarians, influenced by unbridled rationalism, remain oblivious to the imminent perils posed by AI.


The poignant phrase "untrammeled rationalism" encapsulates an unwavering commitment to the realm of pure logic and reason. While this unwavering devotion is commendable in its quest for intellectual clarity, it carries a dangerous propensity to overlook or underestimate the intricate interplay of intuition, emotion, and holistic understanding. In this narrow perspective, we face the daunting specter of fragmented comprehension, a limited understanding that fails to grasp the intricate complexities of our world.


By succumbing to unchecked rationalism, we inadvertently subject ourselves to a state of intellectual poverty. When our focus remains fixated solely on the lofty heights of reason, devoid of intuition and emotion, we cultivate a distorted and fragmented worldview. It is akin to observing a mosaic while fixating solely on individual tiles, neglecting the harmonious ensemble they collectively form. Therefore, the time has come to release the fetters of untrammeled rationalism and immerse ourselves in the vibrant tapestry woven by the intuitive, emotional, and holistic dimensions of our being. Renowned AI pioneer Geoffrey Hinton, often referred to as the 'godfather of AI,' is grappling with a disturbing possibility. Throughout his impressive career, Hinton has immersed himself in the intricacies of neural networks and deep learning, laying the groundwork for innovations like ChatGPT. While he has long expressed concerns about AI's potential misuse, such as autonomous weapons and manipulation by malicious actors, it is Google's Palm language model that has recently sparked a frightening revelation in Hinton's mind.


Hinton confronts the unsettling idea of a superior intelligence that could potentially surpass and even replace humanity. This sobering reality becomes apparent as he envisions the horizon of Artificial General Intelligence (AGI), an intelligence that could rival human cognitive abilities. With a sense of unease, Hinton foresees the decline of biological intelligence, making way for the rise of digital intelligence. In alignment with Hinton's concerns, Elon Musk has been advocating for strict oversight of AI. Musk's striking proclamation is thought-provoking: he asserts that this technology possesses a dangerous power that surpasses even that of nuclear weapons.


The dominance of untrammeled rationalism in parliamentary policy-making can have profound consequences, especially when it comes to AI regulation. When policy decisions are driven solely by pure reason and logic, without considering the complexities of human experiences, values, and the broader societal context, the resulting policies may fall short of addressing the diverse needs and aspirations of the population. This narrow perspective limits the formulation of inclusive and effective policies. Nepal has been a victim of such practices.


To overcome this limitation, a more balanced approach is needed, one that combines rational analysis with empathy, intuition, and a deeper understanding of the human condition. By embracing this approach, parliamentary policy-making can create a governance framework that is more equitable and responsive to the collective well-being of the nation. Nepal, in particular, should transcend the confines of untrammeled rationalism and shape policies that align with the nation's overall welfare. By doing so, the country can mitigate the need for its youth to seek economic opportunities in distant lands.


Nepal needs to move beyond the limitations of untrammeled rationalism and embrace a comprehensive framework that combines rational analysis with intuition, emotion, and a focus on promoting human well-being. This balanced approach is crucial as we navigate the rapidly changing landscape of AI. Lawmakers have a responsibility to act with prudence, responsibility, and a strong commitment to upholding our shared values and ensuring the welfare of all.


The prospect of machines replacing humans is a reality that cannot be ignored by parliamentarians in Nepal. Throughout history, humanity has grappled with the challenge of achieving effective governance, and now machines promise to surpass our capabilities and do a better job. The discussions about AI have finally reached the parliament. A recently appointed Member of Parliament, who is also a widely respected economist of international acclaim, passionately advocated to the Parliament and the Minister of Finance for the critical importance of wholeheartedly embracing AI. This has sparked optimism among the youth. It is crucial for Parliament to pay heed and listen attentively as now is the opportune moment to strike a balance between untrammeled rationalism and the realms of emotion and intuition, as Nepal prepares for the impending AI-driven world that is advancing at an astonishing pace.
