Parties prepare to form parliamentary special committee to implement federalism

KATHMANDU, Sept 1: The political parties have prepared to form a separate parliamentary special committee focused on the implementation of federalism. According to Padam Giri, chief whip of CPN-UML, an agreement has been reached among the political parties regarding the formation of a special committee.

According to CPN (Maoist Center) Chief Whip Rupa Soshi Chaudhary, the parties have not agreed on the modality of the special committee. She says, “Opinions have been presented from different angles. But the parties agree on its importance because it is connected with the implementation of federalism.”

Politically, it has been almost a decade since the country transitioned to federalism, but many aspects of the state apparatus, from administrative structures to essential legislation, have not been fully aligned with the federal system, she said.

Member of the National Assembly, Khim Lal Devkota, proposed to form a separate parliamentary special committee for the implementation of federalism while registering the amendment proposal in the Joint Meeting of the Federal Parliament and the Joint Committee (Operation) Rules, 2080 BS.

Arguing that there is no need to put it in the joint regulations to form a special committee, the parties requested to withdraw it. At that time, the leaders said that there was an agreement between the parties to form a special committee to study the implementation of federalism.

Currently, there are 16 committees in the Federal Parliament. There are two joint committees. The election process for the chairpersons of the joint committees has not progressed.
