Ministry of Peace and Reconstruction on the instruction of Prime Minister Madhav Kumar Nepal sent an objection letter to UNMIN on Monday. [break]
“You are also aware that this matter [preparing the integration and rehabilitation plan] solely falls under the jurisdiction of the Special Committee,” read the letter addressed to UNMIN Chief Karin Landgren.
The UN political mission´s involvement in the preparation of the plan came to public notice after some section of media reported last Friday about a 60-week plan prepared by UNMIN. But UNMIN has already made it clear that the plan is only a reference document to help political parties in their discussion of the issue.
“We are deeply concerned following publication of such news reports linking UNMIN to a matter which is under consideration in the Special Committee,” the letter further said.
In addition, the government has also drawn the attention of UNMIN to Article 146 of the Interim Constitution. The Article on transitional provision for combatants says that there shall be a Special Committee for supervision, adjustment and rehabilitation of the Maoist combatants.
“… publication of such news [related to the plan] by UNMIN is objectionable,” the government said in the letter.
At present, the Special Committee headed by Prime Minister Madhav Kumar Nepal has already floated a plan of action on integration and rehabilitation. But the plan is in a limbo due to mistrust among political parties. The prime minister has also publicly objected to UNMIN´s 60-week plan.
