According to the EC, audiovisual material containing remarks made by the acting mayor regarding the program was received, prompting the request for clarification.
Citing Clause (g) under Section 5(a) of the Election Code of Conduct 2082, the EC noted that no new policy, plan, or program—other than those approved in the annual budget and programs—may be announced, approved, or implemented during the election period. The provision allows exceptions only in cases of epidemics or situations beyond control, subject to prior approval from the EC.
In this context, the EC has asked KMC to clarify whether the program initiated by the acting mayor was included in the approved annual budget and programs.
If the program was part of the annual budget, the EC has requested KMC to submit certified copies of the relevant documents within two days of receiving the letter.
