KATHMANDU, Nov 19: The Election Commission (EC) has directed the Ministry of Home Affairs (MoHA) to strengthen security arrangements to ensure that the upcoming local-level by-elections are conducted in a clean, free, fair, credible, and fear-free environment.
It was during a meeting of the High-Level Election Security Committee, chaired by Election Commissioner Sagun Shamsher Jung Bahadur Rana, that instructions were given to MoHA to implement the local-level by-elections security plan and strengthen security arrangements.

The EC has also emphasized adopting appropriate security arrangements to ensure the by-elections are conducted in a clean, free, fair, fear-free, and secure environment, including the operation and management of public transportation. Additionally, directives have been given to safely transport ballot boxes, along with the ballots, to the counting centers on the same day after the voting is completed and to arrange the necessary security measures.
The EC has urged full compliance with the code of conduct during the by-election campaign restriction period. It has also called for monitoring to ensure adherence to the code of conduct and for taking immediate action if any prohibited activities are detected.
The EC has instructed that from November 20 until the completion of the vote counting, the sale, distribution, and consumption of alcoholic beverages be controlled within the local bodies where the by-elections will take place. Additionally, it has directed the arrangement of appropriate management for public transportation along the national highways connected to the respective local bodies.
The EC has also urged appropriate arrangements for public transportation to ensure the smooth movement of voters in the concerned local bodies in a manner that does not adversely affect the free and fair elections.
