KATHMANDU, March 12: The Inter-Legislative Forum (ILF) Nepal handed over the seven-point declaration issued at its 10th conference to Prime Minister KP Sharma Oli.
The ILF presented the conference’s conclusions—held from December 16 to 18 in Pokhara, the capital of Gandaki Province—to Prime Minister Oli today at his official residence in Baluwatar.
Speaker of the House of Representatives Devraj Ghimire, National Assembly Chairperson Narayan Prasad Dahal, Deputy Speaker Indira Rana, Vice Chairperson Bimala Ghimire, along with the Speakers and Deputy Speakers of all seven provinces, and Federal Parliament Secretary General Padam Prasad Pandey, among others, attended the meeting.
Call for leaders to empower skills and services of youth

They pledged to enhance coordination among federal, provincial, and local levels to draft laws under shared jurisdiction, ensuring the swift implementation of federalism and the constitution. They also committed to identifying and reviewing pending laws and taking the initiative to draft them through the federal parliament.
The declaration commits to amending relevant regulations to clarify the roles of the Deputy Speaker of the House of Representatives, the Vice Chairperson of the National Assembly, and the Deputy Speakers of Provincial Assemblies. This initiative aims to strengthen coordination and facilitation, making the proceedings of parliamentary subject committees more effective.
It also calls for collaboration with the government to assess law implementation and conduct post-legislative scrutiny at both federal and provincial levels. Additionally, it proposes incorporating necessary provisions into parliamentary regulations. The declaration further emphasizes studying and analyzing government policies and programs presented in Parliament—such as principles, priorities, pre-budget discussions, approved budgets, and expenditures—to provide parliamentarians with research, analysis, and training services.
During the meeting, Prime Minister Oli underscored the need to strengthen coordination and cooperation among all levels of government and parliament, as outlined in the constitution. He pledged to enhance coordination efforts at the federal government level.
Oli also urged Parliament to consider the state’s financial capacity when making budget-related proposals to the government. Furthermore, he stressed that the concerned ministries should facilitate the implementation of proposals forwarded by parliamentary leadership as needed.
