“The secretariat members have said that they need manpower to accomplish their task,” he said.

Dr Mahat, however, said they are yet to reach any conclusion. “We will sit for talks on Saturday to sort out the issues,” he said.

Sources said the secretariat members have proposed recruitment of over 200 staff for administrative, accounting and monitoring activities.

NC, UML and Maoist members of Special Committee are at odds over ways to monitor and supervise the cantoned combatants after the departure of UNMIN in January 15, 2015. “We have decided to sit for talks tomorrow [Saturday] to sort out the issue,” said Maoist member Kul Prasad KC.

Dr Mahat said they are working with a greater sense of urgency to bring the cantoned Maoist combatants under the direct control of the secretariat as UNMIN will leave Nepal in another four weeks.

Special Committee member from CPN-UML Ishwar Pokharel said they have already agreed on the code of conduct and formation of a team of former soldiers to monitor arms and combatants after the UNMIN´s departure.

“We discussed ways to implement the agreement,” he said.
