The committee has urged top guns of the ruling and opposition political parties to hold talks to iron out differences among them before they conduct vote on the bill.
The main opposition party Nepali Congress (NC) has been insisting on continuation of the appointment of Govind Pokharel as chief executive officer of the Reconstruction Authority, which was appointed by the NC-led government.
"Since there has been a deadlocked for quite long time, we have agreed to forward the bill to the full House without any further delay. It would have been better if the parties had reached a consensus. If they fail by Sunday morning, I have planned to forward the bill by holding vote in the committee," Ganga Chaudari, chairperson of the committee, told Republica on Friday.
Chaudhari held consultation with Speaker Onsari Gharti Magar in the afternoon in this regard. According to her, Gharti Magar suggested to opting for voting process to end the deadlock.
A meeting of the bills committee on Friday has been adjourned till Sunday morning following an informal meeting between key committee leaders from the ruling an opposition parties.
Minister for Law, Justice and Parliamentary Affairs Agni Kharel, committee Chairman Chaudhari, NC chief whip Chinkaji Shrestha, UCPN (Maoist) lawmaker Ramnarayan Bidari and UML lawmaker Rewatiraman Bhandari had held informal meeting regarding the bill.
Minister Kharel has been asked to arrange a meeting between Prime Minister KP Oli, NC President including other leaders from major political parties in a bid to iron out the differences on the bill.
"The bill's endorsement is difficult without NC's support and the formation of the authority has become urgent due to the approaching winter, which is likely to affect the quake victims severely," lawmaker Bidari said. "We have proposed the post of vice-chairman in the Reconstruction Authority for the main opposition party but they have been insisting for CEO."
Ruling parties argue that NC's stance is unethical as the to-be-formed authority will be a government body and government should be allowed to appoint its CEO.
A sub-committee entrusted to finalize the bill had submitted its report two weeks ago after reviewing some of the provisions in the bill. NC lawmaker Anjana Tamlee has registered note of dissent in the report.
The bill was in limbo for three months after differences among major political parties over some of its provisions. With the government failing to endorse a replacement bill from the parliament within 60 days of the commencement of the parliament session, the authority formed through an ordinance was not functioning.
The House panel has proposed three-tire structure of the authority -- Advisory Council, Directive committee and Executive Committee. Chief executive officer of the authority will be the chairman of the executive committee and prime minister will be the chairman of the directive committee and the advisory council. A leader from main opposition party will be vice-chairman of both the directive committee and the advisory council, as per the provision proposed by the sub-committee.
