PM directs to consolidate enforcement aspect

KATHMANDU, Oct. 31: Prime Minister Dr Baburam Bhattarai has emphasized on the need of enforcing the immediate action plan on administrative and economic reforms in letter and spirit, and urged all the sides concerned to consolidate the implementation aspect of the plan.



In a meeting with members of the Council of Ministers, the Vice-chairman and members of National Planning Commission, Secretaries and senior officials at Singha Durbar on Wednesday, the Prime Minister also appealed to all civil servants to work honestly in putting the action plan into practice.[break]



Dr Bhattarai on the occasion said active cooperation and support of all sides concerned was essential in order to realize the goals of the 201-point action plan focused on economic reforms and prosperity, transparency and corruption control, transport management, efficient service delivery, energy production and management and forest and environment management.



Stating that the action plan was basically introduced to provide immediate relief to the people and with a focus on the upliftment of the backward groups in the society, Dr Bhattarai pledged to provide every possible support on his behalf in realizing the action plan that also targets to bridge the gap between the rich and the poor.



The civil servants should give up the conservative mindset and execute the works of the people including service delivery in an efficient manner, he said.



Chief Secretary Lilamani Poudel expressed the commitment on his own and on behalf of all his colleagues to provide every possible support in executing the action plan that would help create employment opportunities, economic development and ensure easy, efficient and effective service delivery.



As per the action plan two aircrafts for international flights and two for domestic services would be purchased for the Nepal Airlines Corporation within six months, run a new industry in the premises of Janakpur Cigarette Factory, construct a conference centre at the location of the former Himal Cement factory within three years and give Birgunj Sugar Factory on lease to the sugarcane producers or the private sector.



Likewise, the agricultural tools factory would be resumed and ways would be sorted out to resume operation of the Hetauda Cloth Factory.



The track of the Kathmandu-Tarai-Madhesh fasttrack would be opened within a year and also of the Mid-hill roadway in the same period.



As per the action plan, construction of the regional-level international airport would begin in Bhairahawa and Pokhara within six months and the detailed project report of Budhi Gandaki Hydel Project and West Seti Hydel Project would be prepared within 2.5 years and 2 years respectively.



A new contract would be reached for construction of the tunnel of Melamchi Drinking Water Project within six months and a 25-kilometer canal would be constructed for the Sikta Irrigation Project.



Likewise, the individuals receiving identity card of a poor would receive at least 100 days of employment in a year and a high-level mechanism would soon be established under the action plan to hear complaints related to cases of corruption, according to the Office of the Prime Minister and Council of Ministers.
