NPC recommends high-powered reconstruction authority under PM

KATHMANDU, June 4: The National Planning Commission (NPC) Wednesday suggested to the government to form a high-powered body under the prime minister to lead the task of reconstruction of earthquake-ravaged infrastructure..

The NPC has proposed that the new body should have three objectives - rebuilding quake-ravaged infrastructures (or building entirely new), mobilization of resources needed for the task, and capacity enhancement of local institutions.


"We have envisaged the proposed body as an extraordinary mechanism under the prime minister's leadership. The council of ministers may name it an authority, a commission or give it any other name. It's up to the government," NPC Vice-Chairman Govinda Raj Pokharel told Republica. The entity will be given a five-year tenure.

According to him, the decision of its governing body should be given the status of a cabinet (council of ministers) decision.

Besides the governing body, there shall be an execution team headed by a vice-chairman with the status of a government minister. "The team shall comprise one chief executive officer (CEO) and three other experts," he said.

Each of the three experts will be mandated to oversee one of three sectors - infrastructure, finance and social sector.

While receiving the draft proposal, Prime Minister Sushil Koirala told the NPC team that he will put in all efforts to make the new body more transparent, accountable and less susceptible to political intervention.

"I will hold intensive discussions with the government team and other stakeholders on how to make it more result-oriented," Pokharel quoted the prime minister as saying.

The NPC has submitted the draft proposal to the government on the leadership and modality of the all-powerful body at a time when this is being watched closely in political circles and in other sectors as well.

Former prime minister Baburam Bhattarai and some other noted political leaders have publicly shown interest in leading the body.
