Participating in the discussion on the bill, legislator Uma Regmi said it was laudable act to introduce the bill at a time when the health workers are facing hard times.
Some of the legislators had demanded not to include Muslims under the Madhesi community while others stressed on prioritizing health service to the people living in the remote areas of the country
Responding to the queries raised during the discussion, Minister Mahato said no new appointments could be made in the health sectors for the past three years since the bill was not inclusive.
The amendment to the bill would boost up quality health service, he added.
The parliament is to meet next on January 10.
