Govt in dark about WFP-distributed relief aid

KATHMANDU, June 18: The government is in the dark as to how much relief material has been distributed by the World Food Program (WFP), which is receiving aid materials for Nepal's earthquake victims from 95 various international institutions.


The stakeholders concerned are able to neither keep track of the relief materials nor exercise any control over the distribution of such materials.

Although the government has adopted a one-door policy for distributing relief materials to the quake victims, the government agencies concerned are not informed as to what materials and how much of it these organizations sent and where and how the WFP distributed them in Nepal.

The Ministry of Home Affairs, Ministry of Finance, Ministry of Foreign Affairs, Ministry for Industries and Ministry of Commerce and Supply, which are entrusted with responsibility for keeping up-to-date records on relief materials and coordinating the distribution, do not have details about the relief materials received and handled by WFP.

"International organizations find it difficult to work under us. They do not tell us how much relief materials they brought in, how much they spent and how much administrative cost was involved," Home Ministry Spokesman Laxmi Prasad Dhakal said. "WFP and other international organizations have not provided us with such details."

According to WFP Communications Officer in Nepal Iolanda Jaquemet, WFP received 5,642 metric tons of relief materials from the 95 organizations. In addition to this, WFP had purchased and distributed 6,653 metric tons of food items, including rice, on its own.

Putting all the relief material together, WFP alone received and distributed 12,295 metric tons of it. The government had provided customs duty waiver on the relief materials.

Although the Home Ministry is entrusted with responsibility for maintaining a central database on all relief materials received from various foreign organizations, the ministry does not have any details as to what materials were brought in, how much customs waiver they received and where those materials were distributed.

"They tell us that the relief materials were sent to the earthquake affected regions. But any information as to how much they have distributed has not come through to us. They receive relief materials on their own and distribute them through their own mechanisms. They do not want to work with us," Home Minister Spokesman Dhakal further said.
