Govt decision misconstrued

KATHMANDU, Jan 18: Amidst the controversy surrounding the cabinet decision to legalize the land transaction effected by the Maoists during the conflict era, Minister for Land Reforms Bhim Prasad Gautam said on Tuesday that the government had to take the move to protect the rights of those who bought pieces of land after paying taxes to the "people´s government" during the insurgency.



"The decision simply asked the sellers and buyers of lands to go to concerned land revenue offices and settle the issue as per the agreement papers. And nothing more than that," Gautum told Republica. [break]



He stated that the decision is aimed at bringing the transaction to the state´s legal framework and an all-party mechanism could also be formed to collect proofs of the land transactions if problems arise.



According to him, the Maoist authority during the insurgency had effected land transactions in Rukum, Rolpa, Kalikot and some parts of Salyan, and the issue of legalizing the transactions arose after the party joined the peace process.



He said the cabinet has also decided to waive the taxes for the land transactions effected by the Maoists during the insurgency. "The decision was taken with the approval of the Ministry of Finance," he said. He also informed that the government may pay the extra amount to the owners as per the present going rate for the land.
