Startlingly, over two dozen officials of the department, including Director General Kedar Bahadur Bogati, were not found in the office.
"They were yet to turn up to the office although it was already afternoon," said Krishna Hari Puskar, spokesperson of the CIAA.
He said that as many as 29 officials of the department, including the director general Bogati, were not found in the office during the inspection.
"Our inspection team found that Director General Bogati, 13 section officers, 10 non-gazetted officers and six office helpers had not yet reported to the office, forcing hundreds of service seekers to wait for hours to get their work done," said joint-secretary Puskar.
The CIAA has decided to recommend disciplinary action against the 29 officials, including Bogati, to the concerned ministry.
The CIAA sprung into action after it received hundreds of complaints against the department, with service seekers blaming the officials of carelessness, according to the CIAA.
According to the anti-graft body, the service seekers have accused that the officials of the department work in collusion with manpower agencies and are reluctant to take action against them even when they breach the laws.
